I. Entry Restrictions and Compulsory Quarantine for Persons Arriving in Hong Kong

Inbound control arrangements under Compulsory Quarantine of Persons Arriving at Hong Kong from Foreign Places Regulation (Cap. 599E)

Mainland, Macao or Taiwan
Persons applicable:Inbound persons who arrive at Hong Kong from the Mainland, Macao or Taiwan

Note: Persons that fulfill relevant vaccination requirement include persons who are fully vaccinated; or  persons who (i) are unfit for vaccination due to health reasons with relevant proof issued by a medical practitioner; or (ii) have received one dose of recognised COVID-19 vaccine and hold a vaccination record but certified by a medical practitioner that they were unfit to receive the second dose of COVID-19 vaccine because of health reasons after receiving the first dose of vaccine, and board a flight to Hong Kong on or after 14th day after receiving the said first dose of vaccine. The relevant medical certificate must indicate the relevant health reasons in English or Chinese.

Unvaccinated children aged 11 or below, regardless of Hong Kong residents or not, are allowed to board for Hong Kong.

  • Transfer/transit services for passengers from airports in Mainland China resumed on August 15, 2020 until further notice. Transfer/transit services to destinations in Mainland China remain unavailable at HKIA. Layover time of transfer/transit passengers at HKIA must be within 24 hours.
  • From September 26, 2022, the Return2hk Scheme and Come2hk Scheme are extended to cover all places in the Mainland and Macao with no quota restriction. Inbound persons from the Mainland or Macao who have no travel history of overseas places or Taiwan in the 7 days prior to arrival at Hong Kong, are not required to have advanced application and nucleic acid test before arrival, as well as undergo home quarantine after arriving at Hong Kong. However, they will still need to undergo nucleic acid test on Day 2 and be subject to self-monitoring in the 3 days after arrival at Hong Kong.

  • From October 11, 2021, Guangdong resumes on a trial basis “Endorsement for business visit” application for mainland residents who wish to make business trips to Hong Kong, except for those who have been in medium and high-risk areas within the 14 days prior to application.

II. Restrictions on Entering Mainland China

  • From January 8, 2023, the normal travel of persons between Hong Kong and the Mainland will be resumed in phases. The total one-way daily transportation capacity of Hong Kong International Airport (flights between Hong Kong and the Mainland), the Hong Kong-Zhuhai-Macao Bridge, the Hong Kong-Macau Ferry Terminal and the China Ferry Terminal is expected to be around 10,000 passengers. All persons (except for Mainland residents entering the Mainland, Hong Kong residents entering Hong Kong, and foreign visitors who return to Hong Kong from the Mainland) will be required to successfully make bookings online via GovHK portal (www.gov.hk) before travelling to the Mainland or Hong Kong through the three land BCPs (Shenzhen Bay Control Point, Man Kam To Control Point and Lok Ma Chau Spur Line/Futian Control Point ), the total prescribed daily one-way number of persons who can pass through these BCPs will be 50,000.

  • From January 8, 2023, persons entering the Mainland from Hong Kong must possess a negative result of a COVID-19 nucleic acid test conducted within 48 hours prior to entry and declare the test result in the customs health declaration card.

  • Since September 28, 2020, foreign nationals holding valid Chinese residence permits for work, personal matters and reunion are allowed to enter China with no need for applying for new visas. If the above three categories of residence permits held by foreign nationals expired after March 28, 2020, the holders may apply for relevant visas by presenting the expired residence permits and relevant materials to the Chinese embassies or consulates on the condition that the purpose of the holders’ visit to China remains unchanged. The above-mentioned personnel shall strictly abide by the Chinese regulations on epidemic prevention and control.
  • From November 11, 2022, inbound travellers are required to undergo 5 days of centralised quarantine and 3 days of medical surveillance at home. They are required to take COVID-19 nucleic acid tests on days 1, 2, 3 and 5 during centralised quarantine as well as day 1 and 3 during medical surveillance at home. Inbound travellers are required to show a valid proof of negative COVID-19 nucleic acid test within 48 hours of boarding flights to China. “Circuit breaker” mechanism on inbound flights is cancelled.
  • On March 26, 2020, the Civil Aviation Administration of China announced that every Chinese airline is allowed to maintain only one route to any specific country, with only one flight per week. Selected foreign airlines are allowed to maintain one route to China with no more than one weekly flight. Since June 8, 2020, all foreign airlines are allowed to choose from a list of approved cities to operate one international passenger flight a week.
  • From Dec 14, 2022, for persons travelling to the Mainland or Macao from Hong Kong, they are required to obtain a negative nucleic acid test result within 48 hours prior to boarding (for travellers departing via the airport) or departure (for travellers departing via land boundary control points) as required by the destination.
  • From July 15, 2022, persons travelling to the Mainland via the Shenzhen Bay Control Point are required to obtain a reservation at a Shenzhen quarantine hotel.
  • From August 31, 2022, the ninth version of the health declaration form is put into use and persons travelling to the Mainland can report their health status online by filling out a form on the related WeChat account or webpage. They are not required to report information regarding nucleic acid test results, infection status or vaccination dates.
  • From December 12, 2022, cross-boundary goods vehicle (CBGV) transport adjusted to a “point-to-point” transport arrangement, with CBGV drivers being allowed to pick up or deliver goods directly from or to the operation points. No quota is imposed for such arrangement. CBGV drivers are required to make prior appointment and declaration through the “KuaJingAn”(跨境安)system and undergo rapid nucleic acid tests at the Hong Kong side of the boundary control points. Only drivers with a negative test result, together with a valid proof of a negative nucleic acid test result within 48 hours as shown in the “Yuekang code”(粵康碼), can enter the Mainland.
  • From January 8, 2023, CBGV drivers will be able to enter the Mainland if they can present a valid proof of a negative nucleic acid test result within 48 hours. Prior appointment and declaration requirements will be lifted.
